Special issue: Why have diplomatic problems of decades been resolved by Obama?

 This summer is the harvest season for Obama's diplomacy. First, reconciliation and resumption of diplomatic relations with the enemies of Cuba have resolved the most difficult problems in the half-century of American diplomatic relations. Second, it is to promote the Iranian nuclear issue to reach a comprehensive agreement and become a model for diplomatic efforts to solve complex international hot issues.

Of course, the follow-up to the above two diplomatic events will not be smooth. The conservative US congressmen are likely to obstruct the appointment of the ambassador to Cuba, and may also create obstacles for the United States to legally accept the Iranian nuclear issue. But in any case, these two things are enough to become the most dazzling achievement of the Obama administration in the diplomatic field.

The two problems in Cuba and Iran have a long history. They can be traced back to a few decades. Several US presidents hope to make a difference in solving these two problems, but they have all failed. And why did the final qualitative change happen during Obama’s term? There are three main reasons.

First, the change in the strength of the international pattern has brought a sense of urgency to the parties to solve the problem. The United States is increasingly aware of the struggle to maintain global leadership, and instead uses more cleverness, value the legitimacy of its actions and the international appeal, and seek multilateralism. Cuba and Iran are rich in resources, but they are slowing down in economic development mainly because of foreign policy. It should be said that the times are changing and the parties are more aware of what they really want.

The second is the pragmatic diplomatic line of the Obama administration. When Obama first took office, he took over a seriously damaged US diplomacy from Bush. Obama is well aware that his predecessor's tough style and the use of force have made American diplomacy passive, and excessive use of force has weakened the global image and leadership of the United States. Therefore, the key words of its first internal and external policy can be described as “withdrawal”, withdrawing troops from Iraq and Afghanistan, and making a moderate strategic contraction. The key word for the second foreign policy should be “talking”, giving priority to negotiations and avoiding direct military intervention, especially sending ground troops, which is evident in the Syrian issue. Although criticized as weak, it has solved the two problems of Cuba and Iran.

The third is Obama's personal factor. Obama was born in the grassroots. The twists and turns of his childhood had a subtle influence on his later personality. He was cautious but not decisive and his execution was not enough. In addition, his political career is not like his predecessor, Bush, Clinton, George W. Bush, etc., who served as governor or senior government official, but only served as a lawyer and senator, lacking administrative experience. This was originally his weakness, but to a certain extent it became his advantage: such as paying attention to listening, tolerating different opinions, and doing things safely. In the foreign policy, he avoided using force more and emphasized the importance attached to the negotiations.

In addition, one of the most pressing realities is that in the face of the two houses of Congress controlled by the Republicans, Obama realized that it is difficult to make a difference in the internal affairs and instead seek a breakthrough in the diplomatic field, thinking that he left a political legacy.

In short, a slap in the face does not sound. Rohani and Castro are also facing internal pressure. After all, the people's eating problem is the most real demand. Their ideas coincide with Obama, and it is reasonable to shake hands.

On the issue of resolving diplomatic relations with Cuba and the Iranian nuclear deal, Obama has received strong external help. It seems that the solution to the two problems stems from the right place and the right place. I don't know if this is the "right" for the United States, whether North Korea or even the Russian leader can touch. After all, the current Obama seems to be the "best talk" leader in American history.
